A bunch of certificates expired 2016, so many games and programs will be updating their certificates at some point, if they didn't already do it last year. Game publishers certificates will go in Trusted Publishers usually by default, but normally this usually all happens automatically and unseen. (The V3 Root certificate goes in Trusted Root Certification Authority, and the other certificate should go in the Intermediate section if you are interested, but the certificates should automatically be installed in their correct locations). This should now allow the Watch Dogs 2 certificate included with EAC to validate. Download them both from the ROOT certificate link and also SSL Extended link on Globalsigns page and install them by double clicking and installing them. There is a link in this section to Globalsigns new V3 ROOT certificate and GlobalSign SSL Extended Validation CodeSigning CA - SHA256 - G2 certificate. Look in Uplay in Watch Dogs 2 game details for Help and go to Ubisoft Help page, slect watch Dog 2 in the FAQ, and then look for the bit named Watch Dogs 2 Connectivity issues on PC.
